Regulation (EU) no. 305/2011 of the European Parliament and of the Council of 9 March 2011 on Construction Products (Construction Products Regulation – CPR) was established with the aim of European harmonization and the elimination of trade barriers.
Any construction product within the European Economic Area (EEA) must comply with the EU Construction Products Regulation (CPR). This Regulation states that every construction product traded or sold in Europe must be accompanied by a declaration of performance and bear a CE mark, when it is covered by a harmonised standard or conforms to a European Technical Assessment issued for it.
The regulation establishes different certification systems (Systems of Assessment and Verification of Constancy of Performance) for construction products, which are combinations of the different activities of the manufacturer and the notified body.
QCERT issues Certificates of Constancy of Performance (AVCP 1 and 1+ systems) and Certificates of Conformity of the Factory Production Control (AVCP 2+ systems) that allow manufacturers to meet their legal obligations under the European Construction Products Regulation (EU) No 305/2011. After obtaining a certificate, manufacturers can draw up a declaration of performance and affix the CE marking to their products, which is a requirement for placing them on the European market.
